Cmdr Rewrite

A rewrite of evaera/Cmdr. It keeps Cmdr's module layout, public registry and dispatcher APIs, bundled commands and types, remotes, command syntax, and familiar console theme while replacing the implementation with clearer modern Luau.

Btw I DO NOT recommend that you use this, the evaera/Cmdr is perfectly fine and a great package/libary, this is just a rewrite of cmdr that ive been working on behind the scenes for some time to remove weird code practices, so I dont really know if I should call it a rewrite.
